How we vet every listicle
Every agency featured on Web Tonic passes our 84-point editorial review before a single listicle goes live. This is how we vet each pick:
Verified client outcomes: We require real case studies with measurable KPIs — revenue, ROAS, CPA, retention — tied to the exact category being ranked. No cherry-picked wins, no unverifiable numbers.
Independent reputation: We cross-check Clutch, Google, G2, and Trustpilot ratings, and screen for review-bombing or suspicious patterns. Only operators with a consistent, verifiable track record make the cut.
Beyond that, every listing goes through a quarterly re-audit. We check 84 criteria across 6 pillars to make sure it still holds up — here are some of the checks we run:
A Shopify development tool is software that extends what a team can build or maintain on Shopify beyond the standard admin. The category splits into local theme and app tooling, headless storefront frameworks built on the Storefront API, drag-and-drop page builders that let merchandisers ship layouts without a developer, app development platforms, bulk product data editors and backup or testing tools that protect a live store.

We compared 20 entries on published pricing and the job each does. Eighteen of the 19 external tools publish a price or free tier, and only three name customers publicly.
Which Shopify development tools does a store really need?
It depends who edits the store. Merchandisers need a page builder such as PageFly, GemPages or Replo. Developers need Shopify CLI, and headless teams need Hydrogen or Nacelle. Everyone running bulk changes needs an editor and a backup tool.
1. Shopify CLI
About: Shopify CLI is Shopify's own command-line tool for scaffolding, developing and deploying themes, apps, extensions, functions and Hydrogen storefronts from a local machine. It bundles the Theme Check linter, a local preview server, and generators for app and theme app extensions, replacing the older separate Theme Kit and Slate toolchains. It is free and published as an open-source package on npm and GitHub, with Shopify itself documenting it as the standard entry point for all Shopify development work.
Key Services: Local theme development server and live preview, App, theme and extension scaffolding generators, Built-in Theme Check Liquid and JSON linter, GitHub-based theme version control support, Hydrogen and custom storefront project generation, Deployment commands for apps, functions and themes

Frequently Asked Questions
What does Shopify tooling cost per month?
Most of it is cheap and public. Shopify CLI and Hydrogen are free, Hextom starts at 9.99 dollars, Zipify Pages at 19, EComposer at 19, Matrixify and Rewind at 19 to 20, Builder.io at 24 per user, PageFly at 24, GemPages at 29, Ablestar at 30, Gadget at 35, Shogun and Instant at 39, Intelligems at 69 and Replo at 99. Store Manager sells a 499 dollar one-time licence, while Nacelle and Alokai quote only.
Does every store need a page builder?
No, and most do not have one. Tracked data shows about 6.8 percent of active Shopify stores run a builder such as PageFly, and Plus stores are 2.75 times more likely to than standard-plan stores, at 4.4 percent against 1.6 percent. A builder earns its 19 to 99 dollars when a marketer ships landing pages weekly. If pages change quarterly, theme sections a developer maintains are faster and lighter.
Is headless worth it on Shopify?
Only at real complexity. Roughly 22 percent of Shopify Plus merchants now run headless, up from 14 percent in 2024, and Shopify reported more than 1,400 production Hydrogen storefronts by mid-2025. Hydrogen is free and Nacelle and Alokai quote for high-SKU catalogues and composable stacks. The cost is not licensing but permanent engineering: every app that assumed Liquid needs replacing, and merchandisers lose the theme editor unless you add Builder.io.
Which tool prevents the worst kind of accident?
Backups and previewable bulk edits. With approximately 3.06 million live Shopify stores and about 24,600 apps on the App Store, most damage comes from a bulk price or inventory change nobody previewed. Rewind at 19 dollars restores themes and data, Ablestar at 30 and Hextom from 9.99 offer scheduled edits with preview and revert history, and Matrixify at 20 handles migrations. That is under 60 dollars against a lost catalogue.
Can developers and marketers use the same tooling?
Rarely the same product, but the same pipeline. Shopify CLI, Gadget at 35 dollars and Hydrogen serve engineers working in version control, while Replo, Shogun, PageFly and GemPages serve marketers editing visually. Intelligems at 69 dollars sits between them, letting developers set up price and checkout tests marketers then read. The failure mode is a builder overwriting developer-maintained sections, which is why one team should own the release process.
Choosing Shopify Development Tools by Who Edits the Store
Decide the editor before the tool. Only about 6.8 percent of stores run a page builder, and Plus stores 2.75 times more often, so buy one when a marketer ships pages weekly, not because a competitor appears to have one on their landing pages.
Treat headless as an engineering commitment. Around 22 percent of Plus merchants have gone that way and Hydrogen is free, but every Liquid-dependent app and the theme editor itself needs replacing afterwards, and that bill lands on engineering every quarter.
Insure the catalogue first. Backups and previewable bulk edits cost under 60 dollars a month combined and they prevent the one class of failure that actually loses revenue on a live store: an unpreviewed bulk change.
Keep one owner of releases. Builders and developer-maintained sections collide silently, and a broken checkout is discovered by customers. For the build work, the measurement layer and the growth programme from one team, read the latest analysis or book a call.
