A privacy and consent mode tool is software that captures, honours and records a visitor's choice about tracking before any marketing tag fires. In practice it does four things: scans the site to find every cookie and tracker, shows a banner tuned to the visitor's jurisdiction, passes the resulting signals to Google Consent Mode and the IAB Transparency and Consent Framework, and stores a defensible consent log. Is Google Consent Mode the same thing as a cookie banner?
No, and conflating them is the most expensive mistake in this category. The banner collects the choice; Consent Mode is the signal your tags read afterwards to decide whether to run in full or in a cookieless modelling mode. Privado measured a Consent Mode misconfiguration on 48 percent of the sites it checked, and TagManifest reports technical errors in 67 percent of version 2 implementations. A perfectly designed banner wired incorrectly still loses your conversion data.
