What does an OOH agency do that I cannot do direct with a media owner?
Two things. It compares inventory across owners instead of selling you one portfolio, which matters because a single vendor's best sites in a market are rarely the best sites in that market. And it carries the operational load: audience data for site selection, negotiated rates, artwork specs that differ per format, production, permitting, install verification and make-goods when a panel goes dark. Is programmatic DOOH ready to replace classic negotiated buying?

The credible ask is a pre-agreed test design — matched markets, a holdout, or a staggered launch — rather than a post-campaign report that credits OOH with everything that happened. Why is OOH growing when most legacy media is shrinking?

Write the measurement in before the flight. Matched markets, a holdout region or a staggered launch cost nothing to plan and everything to retrofit. Agree the read-out and the success threshold while the buy is still moveable.
