A Meta Ads tool is third-party software that does something Ads Manager will not: compound rule automation across accounts, server-side conversion tracking into the Conversions API, competitor creative research, bulk ad uploading, client reporting, or incrementality measurement that questions Meta's own attributed ROAS.
