How we vet every listicle
Every agency featured on Web Tonic passes our 84-point editorial review before a single listicle goes live. This is how we vet each pick:
Verified client outcomes: We require real case studies with measurable KPIs — revenue, ROAS, CPA, retention — tied to the exact category being ranked. No cherry-picked wins, no unverifiable numbers.
Independent reputation: We cross-check Clutch, Google, G2, and Trustpilot ratings, and screen for review-bombing or suspicious patterns. Only operators with a consistent, verifiable track record make the cut.
Beyond that, every listing goes through a quarterly re-audit. We check 84 criteria across 6 pillars to make sure it still holds up — here are some of the checks we run:
A Meta Ads agency plans, builds and manages paid campaigns across Facebook and Instagram on your behalf. Day to day that means structuring accounts and campaigns including Advantage+, producing and testing creative at volume, and maintaining the Meta Pixel and Conversions API so results keep reporting accurately after iOS tracking changes. For ecommerce it extends to catalogue feeds and dynamic product ads.

We compared 21 agencies on evidence a buyer can check: published pricing, named clients, case-study metrics, disclosed offices and whether creative production and server-side tracking are in scope. Only 3 of the 20 external firms publish a starting rate and 4 name clients publicly.
Which Meta Ads agency is right for your budget?
Budget decides it. Tinuiti, Wpromote and Power Digital handle seven-figure multi-channel programmes; Common Thread Collective, WITHIN and Consumer Acquisition specialise in scaling DTC creative; LYFE Marketing and Thrive publish entry pricing for smaller local and franchise advertisers.
1. Web Tonic
About: Web Tonic runs Meta as a paid-social discipline rather than a button inside a bigger retainer: the same pod owns creative volume, the Conversions API feed and the bidding decisions those events drive. That means creative testing cadence is planned against measured hook and hold rates, and a match-quality problem is caught by the buyer who is losing money on it. Brands wanting a pure DTC creative shop or a single-channel boutique have excellent options below, and we say so when that fits better than a full-funnel paid social and paid search programme.

Frequently Asked Questions
How much should I expect to pay a Meta Ads agency?
Three of the twenty external agencies here publish a rate, and they bracket the market usefully: entry retainers around USD $1,000 a month for small-business social management, roughly $2,500 a month for mid-market full-service work, and quote-only pricing above that. Percentage-of-spend deals are still common at larger budgets, typically in the high single digits. Whatever the model, separate the media fee from creative production, because creative volume is the largest hidden cost in any serious Meta programme.
What does good Meta performance actually look like?
Use the platform-wide averages as a floor, not a target: about a 1.44% click-through rate across industries, a median cost per click near $0.54, US CPMs around $4.29 and an average cost per action close to $19.68. Conversion rates average roughly 8.95% but swing enormously by offer and landing page. Your own trailing three months is a better benchmark than any industry table, and blended efficiency against total revenue matters more than in-platform ROAS.
How many creatives does a Meta account need each month?
More than most brands plan for, and the number scales with spend rather than ambition. A small account can learn from a handful of concepts a month; accounts spending six figures monthly usually need double-digit new concepts weekly, with variants layered underneath the winners. Ask any candidate agency what their creative throughput is, who produces it, and whether production sits inside the retainer. An agency that optimises audiences but cannot ship creative will plateau within a quarter.
Is the Conversions API really necessary?
If you spend meaningfully, yes. Browser-only pixel data loses a substantial share of events to ad blockers, Safari restrictions and consent choices, and Meta's bidding optimises against whatever it can see. Server-side events plus good identifier matching restore signal, which shows up as lower measured CPA even with no media change. Ask candidates how they monitor Event Match Quality and deduplication, because a badly deduplicated setup double-counts purchases and quietly flatters everybody's reporting.
Should one agency run Meta and Google, or two specialists?
It depends on how much your channels interact. Brands whose Meta spend generates branded search demand benefit from one team seeing both, because otherwise each agency claims the same conversion. Brands with a genuinely distinct channel strategy, or budgets large enough to warrant deep specialisation, often do better with focused shops plus one internal owner reconciling the numbers. The failure mode to avoid is two agencies reporting incompatible attribution and nobody accountable for blended efficiency.
Choosing a Meta Ads Agency
Decide whether you are buying media management or creative capacity. Most underperforming Meta accounts are not badly optimised, they are creatively starved. If your bottleneck is concepts rather than bidding, weight your shortlist towards agencies that produce in-house and can show a testing cadence, not just a dashboard.
Fix measurement before you scale spend. Ask every candidate how they would audit your Conversions API setup, match quality and deduplication in week one. Bidding optimises against the events it receives, so a signal problem caps performance no matter how good the buyer is, and it is far cheaper to find before a budget increase than after.
Compare fee structures on total cost, not headline rate. Percentage-of-spend, flat retainer and hybrid models look similar until creative production, landing page work and tracking maintenance are priced in. Ask what is explicitly excluded, then re-run the comparison with those line items added at realistic volumes.
Interview the buyer, not the pitch team. Ask to meet whoever would be in the account weekly and bring a real problem — a plateaued campaign, a reporting discrepancy. If you want creative volume and media buying answering to the same team, see our performance creative work, read the latest analysis, or book a call.
